Trump Administration spends $3.9 billion to cancel offshore wind leases, redirects funds to fossil projects

The Trump administration used the Treasury's judgment fund to pay almost $4 billion to offshore wind developers to abandon their projects, shifting the money toward oil, gas and other energy investments.

The Trump administration, citing the 2025 Republican reconciliation law, used the Treasury Department's judgment fund to buy out offshore wind leaseholders for a total of $3.9 billion, covering six developers whose projects would have provided roughly 19.2 GW of capacity. Twelve agreements were signed since March, requiring the recipients to channel the money into alternative energy projects such as oil, natural-gas plants, nuclear, geothermal and transmission upgrades.

Notable deals include RWE U.S. Offshore's $1.22 billion return earmarked for a Louisiana LNG facility and TotalEnergies' $928 million payment linked to a Texas LNG plant already under construction. The nonpartisan group Taxpayers for Common Sense warned that the buyouts erase future lease revenues and force private investment into administration-selected projects. Democratic officials, led by Rep. Chellie Pingree and backed by 14 Senate Democrats, have condemned the actions and filed lawsuits alleging misuse of the judgment fund and violations of federal statutes. The controversy highlights a broader policy shift away from renewable energy toward traditional fossil sources.
