Turkey assures no risk of FATF gray-list return after latest review

Turkey's Treasury and Finance Ministry says the country faces no chance of being placed back on the FATF gray list, citing the watchdog's recent assessment.

On September 23, Turkey's Treasury and Finance Ministry announced that the nation is not at risk of re-entering the Financial Action Task Force gray list, referencing the latest FATF assessment. The fifth-round mutual evaluation judged Turkey compliant or largely compliant on 38 of 40 recommendations, leaving two as partially compliant. A separate effectiveness review gave substantial ratings in three of eleven areas and moderate ratings in the other eight.

The ministry highlighted that legislative reforms, institutional changes, and better implementation have bolstered its capacity to combat financial crime. While FATF praised progress in financial intelligence and international cooperation, it urged stronger investigations and asset recovery in high-risk sectors. Turkey remains under enhanced follow-up with a three-year action roadmap, continuing work under national strategies through 2030.

Why it matters

Maintaining compliance avoids financial sanctions and preserves Turkey's access to global banking systems.
