Turkish Parliament opens session to debate Red Crescent aid bill and hear central bank governor

Turkey's parliament began its weekly meeting, discussing a new law that would limit disaster aid to the Turkish Red Crescent and related bodies, while the central bank governor prepared a briefing for the Planning and Budget Committee.

Following the inauguration of the new legislative year, Turkey’s parliament opened its regular session with a focus on two major items. Lawmakers will debate a bill that designates the Turkish Red Crescent, the International Federation of Red Cross and Red Crescent Societies, the International Committee of the Red Cross, and other national Red Cross and Red Crescent societies as the sole recipients of cash and in-kind aid sent to Türkiye during normal or emergency conditions.

The legislation also mandates cash payments to Red Crescent personnel active in the field during disasters, wars or conflicts, and integrates provincial and district Red Crescent leaders into the boards of the Foundations for Social Assistance and Solidarity, which manage social welfare programs. In parallel, Central Bank Governor Fatih Karahan will address the Parliamentary Planning and Budget Committee, delivering a comprehensive briefing on international developments, the Turkish economy, inflation dynamics and the monetary policy framework. The Public Works, Reconstruction, Transport and Tourism Commission will discuss a separate proposal concerning foreign digital accommodation platforms, and party group meetings are scheduled for Tuesday and Wednesday.

Why it matters

The legislation could reshape how humanitarian aid is distributed in Turkey and the central bank briefing signals upcoming economic policy directions.
