The United States Treasury announced sanctions against VTB Bank, accusing the Russian lender of facilitating Iran's sanctions evasion by opening representative offices and processing deals with prohibited Iranian banks. According to the Treasury, VTB helped move billions of frozen Iranian assets. Former sanctions official Miad Maleki explained that the action also serves as leverage on Chinese financial institutions, which still conduct business with VTB despite its existing U.S. restrictions tied to Russia's actions in Crimea and Ukraine.

VTB is the only Russian bank with a mainland China branch and access to China's domestic payment network, making it a focal point for U.S. pressure. Maleki expects Chinese banks to distance themselves from VTB to avoid secondary sanctions under the Iran program.
