U.S. Must Boost Power Grid to Keep Pace with China's AI Data Push

China’s Eastern Data and Western Compute plan is expanding AI-focused data centers in its energy-rich west, while U.S. debates over electricity costs risk slowing a comparable build-out.

In 2022 China introduced the Eastern Data and Western Compute initiative, a core element of President Xi Jinping’s drive for AI supremacy, by shifting data centers to western regions with plentiful energy and cooler climates. This move is designed to give Beijing a strategic edge over the United States, whose own data-center rollout faces political resistance rooted in fears of rising consumer electricity costs. A study by the Electric Power Research Institute found that residential electricity prices fell about 4% when local data-center capacity doubled, due to the spreading of fixed grid costs.

Nonetheless, critics worry about “cost shifting” if projected energy demand does not materialize, though long-term contracts typically require developers to shoulder most expenses. Experts contend that, rather than viewing data centers as a drain, they should be seen as a catalyst for grid upgrades and new generation, whether renewable or fossil-fuel based, which would ultimately keep prices low. The column warns that without aggressive expansion of power production and grid modernization, the United States could fall behind in the AI race that has profound economic and national-security implications.
