Individuals such as ICC judge Beti Hohler, Kazakh-American Barlyk Mendygaziyev, Belarusian journalist Dmitry Navosha and Nicaraguan exile Félix Maradiaga have reported sudden loss of financial services.

The practice relies on laws inspired by the Financial Action Task Force and the U.S. Patriot Act, which force banks to file millions of suspicious activity reports. Advocates like Lyudmyla Kozlovska argue that the United States lacks adequate mechanisms for clearing wrongful designations, while the growing compliance industry prioritises breadth over accuracy. The trend highlights how global financial infrastructure can be weaponised to silence political opponents worldwide.
