UK to Treat Antisemitism as Separate Safeguarding Risk in Schools, Review Finds

England's schools and colleges will be required to recognise antisemitism as a distinct form of harm and act on it, according to a government-commissioned review.

A government-ordered review into antisemitism in education, headed by former Ofsted inspector Sir David Bell, will be submitted to Parliament, and officials plan to implement all 27 of its recommendations. The report calls for English schools and colleges to identify antisemitism as a separate safeguarding threat rather than subsuming it under general racism policies, and to provide specialised training for staff, improve recording of incidents, and establish a hotline for immediate support.

It also recommends adopting the International Holocaust Remembrance Alliance’s definition of antisemitism and tightening guidance on teachers’ political impartiality. The review follows a surge in school-based antisemitic incidents, which rose 59% in the first half of 2026, and follows high-profile attacks such as the 2025 Manchester synagogue shooting. School leaders, including Yavneh College’s executive head Spencer Lewis, describe heightened security measures and the impact on pupils. The Department for Education has not commented ahead of the report’s release.

Why it matters

Labeling antisemitism as a specific safeguarding risk could strengthen protection for Jewish students across England.

How the sides frame it

Centrist coverage simply outlines the review’s recommendations and rising incident statistics, while right-leaning coverage foregrounds the proposed ban on pro-Palestine badges and frames the measures as radical steps.

CENTER

Centrist coverage reports the review’s findings and recommendations without editorializing.

RIGHT

Right-leaning coverage emphasizes the controversial ban on pro-Palestine badges and portrays the proposals as radical.

The right emphasises

  • a ban on teachers wearing pro-Palestine badges and other partisan identifiers
  • mandatory training on the IHRA definition and integration of antisemitism into online-safety policies
  • expanded Holocaust and modern-day Judaism curricula plus accountability checks by Ofsted
