Ukraine proposes EU-aligned fund law to lure European investors

Ukraine has introduced a draft bill to restructure its investment-fund market according to EU rules, aiming to boost foreign capital inflows.

A new legislative draft called “On Investment Funds” has been submitted to the Ukrainian parliament to overhaul the country’s collective-investment sector. Developed by the National Securities and Stock Market Commission in partnership with the Verkhovna Rada’s Finance Committee and the World Bank, the bill introduces modern EU-style requirements for fund operation, transparency and asset custody. It establishes two main vehicle types: public funds following UCITS standards and alternative investment funds, while also expanding the legal framework to cover venture capital, real-estate, social-entrepreneurship and long-term investment funds.

The reforms aim to strengthen investor safeguards, improve disclosure, and ultimately draw more private capital into Ukraine’s economy. If enacted, the law would enable Ukrainian funds to access European markets and allow EU funds to invest more freely in Ukrainian projects.

Why it matters

Aligning Ukraine’s fund rules with EU standards could unlock significant European investment for its economy.
