Ukraine to cut automatic mobilization exemptions for key sectors, PM says
Prime Minister Serhii Koretskyi announced that Ukraine will end the blanket 100% exemption for workers in critical industries, tightening quotas to improve fairness and military staffing.
On Oct. 23, Prime Minister Serhii Koretskyi disclosed that Ukraine's cabinet has finalized changes to the mobilization exemption framework, ending the practice of automatically granting 100% exemptions to employees of critical industries. While sectors like defense manufacturing, energy, telecoms, logistics and utilities will remain classified as essential, the new rules cap exemptions for defense companies at 95% of eligible personnel.
The Defense Ministry emphasized that exemptions must continue for staff directly involved in weapons production to ensure operational continuity. A new mechanism, to be worked out by the Defense and Economy ministries and approved by Dec. 1, will let firms exempt all employees who voluntarily join the armed forces, guaranteeing defined service periods and job security. Critics, including 63 lawmakers, warn that lower exemption quotas could leave vital industries understaffed amid ongoing labor shortages caused by the war.
Why it matters
The reform balances Ukraine's need for more troops with keeping crucial war-time industries staffed.
