Ukrainian defense firm Sine Engineering partners with Finland on dual-use drone technologies

Sine Engineering announced a joint R&D program with Finland to create dual-use communications and navigation tech for drones, unveiled at a Kyiv business forum attended by Zelensky and Orpo.

At the Ukrainian-Finnish Business Forum in Kyiv, Sine Engineering, a leading Ukrainian defense-technology company, launched a joint research and development initiative with Finland focused on dual-use technologies for drones, including resilient communications, navigation and autonomous onboard systems. The announcement was made in the presence of President Volodymyr Zelensky and Finnish Prime Minister Petteri Orpo. Sine’s CEO Andrii Chulyk said the project will be folded into the Ukraine-Finland Drone Deal signed in September, which facilitates technology sharing and joint production of drone hardware.

The company, already supplying navigation software that lets drones operate without GPS, aims to grow its Finnish workforce to roughly 100 employees, 80 % of whom will be engineers, leveraging Finland’s radio-technology heritage. The forum also concluded with seven agreements totaling €330 million, covering energy infrastructure and expanded access to Finnish satellite networks, while Finnish firms ICEYE and Nokia signed a letter of intent with Ukraine’s Defense Ministry to develop a national satellite communications system amid Starlink outages.

Why it matters

The partnership boosts Ukraine's defense capabilities and strengthens European security cooperation.
