In early September 2001, the UN World Conference Against Racism in Durban was overtaken by the Organization of Islamic Cooperation, which barred Israeli officials and framed the entire meeting around Israel’s alleged apartheid and genocide. Iranian-hosted pre-planning in Tehran produced a draft naming only Israel as a racist violator, later reinforced in Geneva with language accusing Israel of genocide. Protesters flooded the venue with extremist slogans and antisemitic propaganda, while 3,600 NGOs removed any mention of antisemitic attacks from the final declaration.
American delegate Tom Lantos warned that such misuse would dilute human-rights terminology, a concern echoed by Mary Robinson. The U.S. delegation, led by Colin Powell, walked out, leaving a document that labeled Israel the world’s sole racist nation and ignored other human-rights abuses.
