US Data Centers’ Water Use Has Tripled Since 2014, Driven by AI Boom

According to a recent Congressional Research Service analysis, U.S. datacenters drew about 17 billion gallons of water in 2023, a threefold increase from 2014 levels. The jump coincides with an AI-driven construction surge that began after OpenAI released ChatGPT, prompting the rollout of specialized, high-power AI processors that require intensive cooling. While on-site cooling water represents a modest portion of national water consumption, indirect use via electricity generation accounts for more than 80% of the sector’s total water footprint.
The federal government does not systematically track datacenter water use, leaving most data to state-level utilities, and water service agreements often restrict disclosure. Legislative proposals at both state and federal levels seek greater transparency and incentives for water reuse, yet only a handful have moved past referral. Outside the U.S., the European Commission now mandates annual freshwater reporting for datacenters, though industry lobbying has softened some proposed efficiency rules. A recent lawsuit alleges Amazon Web Services misrepresented its water usage in Northern Virginia, highlighting growing scrutiny of the sector’s resource impact.
