US Secretary Rubio visits Jamnagar to discuss Reliance refining Venezuelan crude amid diesel shortage

Marco Rubio is in India, meeting Mukesh Ambani in Jamnagar to explore using Reliance’s refineries for Venezuelan oil as the US seeks more diesel amid supply worries linked to the Iran conflict.

US Secretary of State Marco Rubio arrived in India for a two-day visit at the invitation of External Affairs Minister Jaishankar, marking his second trip this year. On Wednesday he will travel to Jamnagar to sit with Reliance Industries chairman Mukesh Ambani, whose complex there is the world’s largest refinery with a combined capacity of about 1.4 million barrels per day and the ability to handle ultra-heavy, high-sulphur crude such as that from Venezuela.

The United States is looking to broaden its diesel sources after the Iran war disrupted supplies, and has recently obtained control of more than 65 billion barrels of Venezuelan reserves, with a 100-year concession granted to North American Blue Energy Partners for 17 fields. Rubio said the meeting will address how Reliance’s refining capability could absorb more Venezuelan oil, though sanctions and Venezuela’s deteriorating infrastructure remain obstacles.

He added that the possibility of Reliance producing oil in Venezuela has been discussed before and may be revisited. The discussions aim to mitigate short-term fuel shortages while exploring longer-term energy cooperation between the US and India.

Why it matters

It shows how US-India cooperation could ease global diesel shortages by using Indian refining capacity for Venezuelan oil.

How the sides frame it

The left emphasises

  • strategic benefit of diversifying India's fuel sources
  • expanding purchases of American technology and military hardware
  • refining more Venezuelan crude to help stabilize markets
