US-Ukraine Reconstruction Fund Launches First Critical Minerals Investment

The US-Ukraine reconstruction fund has closed its inaugural critical minerals deal, committing about $30 million to early-stage mining projects in Ukraine.

Established after the April 2025 minerals agreement, the US-Ukraine reconstruction investment fund has secured its first critical-minerals transaction, injecting about $30 million into a joint platform with BGV Group, a company founded by billionaire Hennadii Butkevych. The initiative will focus on early-stage extraction of rare earths, uranium, beryllium and zirconium, all listed on the US critical minerals list. Overall, the fund now oversees projects worth around $70 million across minerals, defence, energy and infrastructure.

Two newly announced projects will reinforce Ukraine’s power and heating networks: a $100 million loan to DTEK for a battery system that can supply backup power to roughly 600,000 homes for two hours, and an equity stake in a combined heat-and-power platform designed to restore electricity and heat to damaged households. Fund officials say the investments are vital as Ukraine confronts intensified Russian attacks on infrastructure during the winter season.
