USR and PNL push for parliamentary committee to drive territorial reform by 2032

USR and PNL leaders submitted a request to the permanent bureaus of both chambers asking for a committee to draft legislation for an administrative-territorial reform slated for implementation from 2032.

Parliamentary groups USR and PNL sent a formal address to the Permanent Bureaus of the Chamber of Deputies and the Senate, urging the creation of a committee tasked with drafting the legal framework for an administrative-territorial reform to take effect in 2032. The move is presented as the first tangible progress after years of postponement and stems from a recent cooperation pact between the two parties. They anticipate PSD backing, noting that Sorin Grindeanu has placed the reform among his ten government priorities.

USR’s plan relies on financial and demographic data to enable local administrations to deliver better services and manage public funds efficiently. Diana Stoica highlighted the moment as a test of PSD’s commitment between rhetoric and action, while Sorin Șipoș called for legislative coherence, clear rules, and a realistic calendar to give local authorities time to adapt, emphasizing that political will from all parties is essential for success.

Why it matters

The reform could overhaul Romania's local governance, affecting service quality and public-fund management nationwide.
