Utah Governor Spencer Cox formalized a "pro-human" AI strategy by signing an executive order that outlines a structured, human-centric framework for AI deployment throughout state government. The directive expands on a December 2025 initiative that identified six focus areas such as workforce, industry, academia, and public policy. Under the order, the Department of Government Operations will spearhead AI-enabled process enhancements, install technical safeguards against cyber threats, and roll out a State-Endorsed Digital Identity Framework for secure digital credentials.
The Division of Technology Services, together with the Division of Human Resource Management, will develop comprehensive AI literacy programs for all state workers and specialized training for agency AI leads. Remaining agencies are instructed to evaluate cost-effective AI applications, prioritize upskilling, embed human-in-the-loop reviews for rights-affecting decisions, and keep AI usage fully transparent. Commissioner Marvin Dodge highlighted that the plan balances operational excellence with ethical responsibility, aiming to deliver faster, more transparent services while protecting individual liberty and privacy.
