Victorian Premier Carroll Commits to Suburban Rail Loop Phase While Cutting Costs

Premier Ben Carroll announced the first stage of the Suburban Rail Loop will proceed, with a plan to trim its budget by about 6%.

On Tuesday, Victorian Premier Ben Carroll confirmed that the first stage of the Suburban Rail Loop, known as SRL East, will continue despite earlier hints of a pause, and pledged to reduce the project's overall cost by about 6%, bringing the estimate to $32.3 billion. The government will reshape the 26-km tunnel corridor between Cheltenham and Box Hill, eliminating several underground station interchanges, a second entrance at Clayton, and complex pedestrian bridges, actions projected to save $1 billion.

An independent technical review will be launched to identify another $1 billion in efficiencies, and no new contracts will be awarded until its completion, though current construction, such as the Burwood-Glen Waverley tunnel, will proceed. The Suburban Rail Loop Authority will be absorbed by the Victorian Infrastructure Delivery Authority, a process already underway before Carroll took office. While maintaining the existing contracts, Carroll signaled that funds could be redirected to other priorities like Melbourne Airport rail, Melton electrification, and pothole repairs.

The SRL Community Projects Fund will end after the current round, and some future precinct development plans will be scaled back. Opposition leader Jess Wilson warned that a Coalition government would pause and review the scheme.
