Video shows detainee dropped off in Edmonton Chinatown parking lot, sparking reform calls

On Sept. 3, surveillance cameras captured a Corrections Services van stopping in a private parking area on 105th Avenue between 97th and 98th streets, close to Pacific Mall in Edmonton's Chinatown. An officer in uniform opened the secured rear doors and the detainee exited, carrying a stack of papers. Karl Miu, vice-chair of the Chinatown Business Association, said the footage illustrates a pattern of releasing offenders into the neighbourhood without sufficient support, and he sent a letter to Public Safety Minister Mike Ellis demanding mandatory discharge-and-reintegration plans.

He warned that Chinatown has become an unofficial drop-off point, raising safety concerns amid existing social-service concentrations. The Public Safety and Emergency Services ministry acknowledged the location issue and said it will remind staff to conduct releases at appropriate public sites, noting that release plans consider community supports and transportation needs. No personal details about the individual were released due to privacy rules.
