Virginia governor launches AI task force and tightens data center approval rules

Virginia Governor Abigail Spanberger issued an executive order that both creates a state AI task force and imposes new constraints on data-center development. The order prohibits executive-branch officials from signing nondisclosure agreements for data-center projects, mandates expedited reviews of noise impacts and backup-generation operations, and calls for a review of existing subsidies. It also establishes an AI task force to evaluate potential harms to Virginians, including workforce displacement and data-privacy concerns, and to determine how current laws can address AI-related injuries.

In parallel, Spanberger unveiled a Data Center Accountability Framework that eliminates “by-right” approvals, reduces state subsidies, and introduces environmental guardrails to protect residents from rising energy costs. The initiative mirrors recent executive actions by Governors Gavin Newsom, Kathy Hochul and Greg Abbott aimed at curbing rapid data-center growth. Environmental advocates, such as the Piedmont Environment Council, welcomed the measures but urged stronger action on already-built facilities.
