Virginia Senate President Pro Tempore L. Louise Lucas Charged in Marijuana Bribery Scheme
Virginia Senate president pro tempore L. Louise Lucas was arrested on federal charges alleging bribery, racketeering and illegal marijuana distribution tied to her dispensary.
A federal grand jury in the Eastern District of Virginia returned a 45-page indictment charging Senate president pro tempore L. Louise Lucas and six others with conspiracy to distribute marijuana, money-laundering, and bribery. Prosecutors contend that, beginning in 2019, Lucas leveraged her influence to shape state cannabis laws and regulations, enabling her co-owned dispensary, The Cannabis Outlet, to sell more than 100 kilograms of illegal marijuana while shielding the operation from state enforcement.
The charges also implicate her daughters, Lisa-Lucas Burke and Theresa Lucas-Lamb, and grandson Ryan Eichelberger. Lucas, 82, surrendered to authorities on Thursday and faces five of the eight counts. Attorney General Todd Blanche said the indictment reveals a public official prioritizing personal gain over the public.
Lucas, a vocal Trump critic and architect of the 2023 Democratic-led redistricting that added four Democratic-leaning seats, has long championed marijuana reform, sponsoring a 2021 legalization bill. The case follows prior state violations notices issued to The Cannabis Outlet for non-compliant sales.
