Wales rejects proposals to overhaul 20mph default speed limit amid £163m cost concerns

A Senedd debate to scrap Wales' blanket 20 mph limit was defeated, with opponents warning the change could cost up to £163 million.

In a recent Senedd debate, Reform UK and the Conservative group called for the removal of Wales' default 20 mph speed limit, proposing a more targeted approach based on road characteristics. The motion did not pass, and Conservative member Janet Finch-Saunders criticised the policy for its negative impact on local commerce, citing a £33 million implementation cost and a projected £4.54 billion net economic loss. Green Party MS Paul Rock estimated that scrapping the blanket limit and redesignating individual sites would cost roughly £163 million, far exceeding the original expense.

Plaid Cymru and Labour defended the rule, saying it has improved safety and was always intended to be adjusted over time. Transport Minister Mark Hooper emphasized that road safety is not a partisan issue and highlighted evidence of reduced collisions on roads with the 20 mph limit.
