What does it mean to be an 'associate member' of the EU?

The 16 September proposal points to a relationship beyond trade, but any associate status would have to be negotiated from scratch. It would not automatically grant EU citizenship, free movement, a commissioner, or a vote in the European Council or European Parliament. Canada already has building blocks. CETA removes duties on 99% of tariff lines, Horizon Europe lets Canadian teams lead EU-funded research, and since August, Canadian firms can join EU-funded defence procurement.
