Who Is Managing the Growing Traffic of Satellites and Space Debris?

Experts say no single agency currently oversees the surge of satellites and debris orbiting Earth, raising collision risks as launch activity accelerates.

As launch rates climb, the orbital environment is becoming crowded with tens of thousands of satellites, spent rocket stages and natural objects. In the U.S., the Space Force now maintains a catalog of all tracked items, a role formerly held by NORAD until its database reached 99,999 entries in July 2026. NASA Horizons and NOAA’s Traffic Coordination System for Space provide positional data but lack authority to manage traffic.

Parallel monitoring programs operate in China and Russia, but no single international regulator has been designated. Operators receive up to a hundred daily conjunction warnings and must negotiate avoidance maneuvers, a process that can be slow and costly in fuel. The lack of a unified command raises the specter of Kessler Syndrome, where collisions generate more debris and threaten the usability of key orbital lanes. Experts suggest that a dedicated, worldwide space traffic management agency may become essential within the next decade.
