ASEAN Allows Members to Apply Upgraded Trade Pact Ahead of 2027 Launch

At a side meeting of the 58th ASEAN Economic Ministers’ gathering in Pasay City, the ten signatory countries approved a declaration that lets any ASEAN member voluntarily apply the Second Protocol to the ASEAN Trade in Goods Agreement before its scheduled start on 1 June 2027. The provisional application is reciprocal and only effective between states that submit a notification to the ASEAN Secretary-General, ending when the protocol formally enters force.

The Philippines, Brunei, Singapore, Cambodia, Laos, Malaysia, Indonesia, Thailand, Vietnam and Myanmar all endorsed the declaration, reflecting a shared push for earlier trade facilitation. The upgraded ATIGA is expected to improve customs procedures, dispute resolution and transparency, notably through the mutual recognition of Authorised Economic Operators and the use of electronic certificates of origin. Finance Secretary Frederick Go highlighted that certified traders will benefit from faster cargo clearance across the region. The early adoption framework provides a flexible path for ready economies to reap the agreement’s benefits ahead of the full rollout.
