Chief Executive John Lee outlines five-year plan and national-security priorities in Policy Address

Chief Executive John Lee began his Policy Address by unveiling Hong Kong's inaugural five-year development plan, stressing the need to fully and faithfully apply the "One Country, Two Systems" framework while protecting national security, development interests and sovereignty. He highlighted that safeguarding security is an ongoing task and that economic advancement must not undermine it. The administration will enlarge the National Security Exhibition Gallery and intensify campaigns to raise security awareness among the public.

Lee reiterated commitment to an executive-led governance structure to coordinate stability efforts and enhance residents' well-being. He expressed hope that presenting the five-year plan alongside the Policy Address will help citizens see how the two documents complement each other and translate into concrete actions in 2026.
