China Accelerates Domestic AI Chip Production Amid U.S. Export Restrictions

China is intensifying efforts to produce its own AI chips as part of a broader strategy to achieve technological self-sufficiency, a goal highlighted by President Xi Jinping in an April 2025 Politburo meeting. Huawei's rotating chairman Eric Xu reported that the company's Ascend 950DT chip is delivering strong results and expects Chinese AI developers to adopt it widely by 2027, while the firm restricts foreign sales. Officials argue that expanding domestic AI hardware will mitigate the impact of U.S. export bans, though analysts say China's overall chip capacity remains limited compared with the U.S. ecosystem.

The initiative builds on the National Integrated Circuit Industry Investment Fund, created in 2014, and is supported by experts who see it as part of a long-running plan to challenge American competitors. Nonetheless, bottlenecks persist, and policymakers in the United States are considering legislation such as the MATCH Act to further restrict advanced semiconductor equipment to China.
