James Talarico, the Democratic nominee for the U.S. Senate in Texas, announced he had earned the endorsement of the Texas Organizing Project (TOP), praising the group’s long-standing work in Black and Latino communities. TOP’s charitable bail program, which had disbursed over $1 million to free more than 675 defendants by 2021, faced scrutiny after it posted bail for Shane James in 2021; James later carried out a series of attacks that left six people dead, including his parents.
TOP said the bail was coordinated with the Bexar County public defender’s office after James’s bond was reduced to $300 and that its screening could not foresee future violent acts, prompting an internal review. A 2024 investigation revealed TOP had bailed out defendants in at least 196 Bexar County cases, with warrants later issued for 58 of them, including Benjamin Sanchez Jr., who was re-arrested on new burglary charges.
Talarico, who is running against Republican Attorney General Ken Paxton, has defended his record on bail legislation, noting his votes against earlier versions of HB 20 and his support for recent tougher bail reforms. The endorsement highlights the tension between criminal-justice reform groups and candidates in a closely watched Senate contest.
