EU chief and Turkish foreign minister discuss Black Sea tensions and disputed maritime pact

EU High Representative Kaja Kallas met Turkish Foreign Minister Hakan Fidan to talk about Black Sea escalation, hybrid threats, Middle-East issues and the contested Libya-Turkey maritime memorandum.

Kaja Kallas, the EU’s High Representative, is currently in talks with Turkey’s foreign minister, Hakan Fidan, according to EU foreign affairs spokesperson Christian Vigan. The discussions are set to span a range of issues: heightened Russian activity in the Black Sea, hybrid threats affecting the same waters, and ongoing Middle-East developments. They will also revisit the Cyprus dispute and examine the proposed Libya-Turkey maritime memorandum.

The EU has made clear that any pact that breaches international law cannot produce legitimate results for third parties or member states. Officials added that the bloc is evaluating the implications of the memorandum in close coordination with its members. Maintaining dialogue, de-escalation, and regional stability remains the EU’s top priority, with a commitment to protect its and its members’ interests.

Why it matters

The talks could shape EU-Turkey relations and affect stability in the Black Sea and Mediterranean regions.
