Experts urge measurable outcomes for 2027 flood mitigation projects across Malaysia
Specialists stress that Malaysia's three new flood-mitigation schemes under Budget 2027 should be evaluated by concrete performance indicators rather than mere construction progress.
University lecturers argue that Malaysia's three RTB flood-mitigation initiatives—Kuching City, Sungai Golok Phase 2 and Sungai Kemaman—must be judged on tangible outcomes like shrinkage of flood-prone zones, lower water depths and avoided economic losses, using climate-change rainfall projections. Designs should be based on precise hydrological analysis and tailored to each basin to prevent downstream impacts. Experts recommend two-dimensional modelling, GIS, IoT sensors and forecast-based early warnings, combined with nature-based solutions such as catch-area protection and green spaces.
Ongoing maintenance of slopes and drainage, backed by a near-RM320 million allocation, is also deemed essential. The projects are part of Budget 2027, which the Prime Minister announced includes six completed flood works and 82 in progress, alongside the maintenance funding.
Why it matters
Effective flood mitigation protects lives, property and the economy as climate-driven extreme rains increase.
