Former police officer claims ex-Speaker Velasco ordered cash deliveries to top officials

Rodulfo Gracioso Jr., a dismissed policeman, filed an affidavit stating that his former boss, former Speaker Lord Allan Velasco, ordered him to deliver bags of cash to a number of political figures. Gracioso identifies Vice President Sara Duterte, former Ako Bicol party-list Rep. Zaldy Co, contractor spouses Sarah and Curlee Discaya, and Marikina Rep. Miro Quimbo as recipients. He asserts the money came from Department of Public Works and Highways contractors involved in a flood-control project scandal, and that he heard Quimbo attribute the cash to those contractors.

Gracioso also mentions seeing Quimbo with the late DPWH Undersecretary Catalina Cabral and encountering former DPWH district engineer Henry Alcantara. Both the Vice President and Velasco’s representatives have rejected the allegations. GMA News is still seeking statements from Quimbo, the Discayas and Alcantara, while the case remains under investigation.
