Hong Kong Unveils Five-Year Plan to Boost Finance, Tech and Northern Metropolis
Hong Kong released its first five-year blueprint aiming to strengthen its role as a global financial, maritime and trade hub while accelerating development of the Northern Metropolis and an international innovation and technology centre.
Hong Kong’s inaugural five-year development blueprint was unveiled on Wednesday, outlining a strategy to cement the city’s position as an international financial, maritime and trade centre and to grow its offshore renminbi hub. Chief Executive John Lee emphasized the need to leverage existing strengths while fostering new productive forces, targeting the creation of an international innovation and technology centre and a global talent hub.
The plan highlights the “four centres and one hub” approach, with particular focus on the Northern Metropolis, where coordinated industrial parks, universities and research institutions will nurture an innovation ecosystem. Smart-city concepts will guide transport, housing, greening and other public facilities, and public services—including healthcare, education, housing and elderly care—will be enhanced. The blueprint also commits Hong Kong to deeper integration with the Greater Bay Area and other national strategies.
