Israel plans to reopen Route 463, risking isolation of Ramallah’s Palestinian neighborhoods

The Israeli army is set to reopen Route 463 for settler traffic, a move that could cut off eight Palestinian villages and two residential neighborhoods in the Ramallah-el-Bireh area of the West Bank.

Israeli forces are preparing to reopen Route 463, a 10-km road originally constructed in the mid-1990s to connect the Beit El and Dolev settlements, for exclusive settler use. The reopening is financed by a 1.075-billion-shekel settlement-infrastructure plan and is being fast-tracked ahead of the October 27 elections, with legislation designed to avoid Knesset approval. Palestinian authorities say the change would isolate eight villages and two large residential neighborhoods in the Ramallah-el-Bireh governorate, splitting the area’s northern and southern parts.

The Colonization and Wall Resistance Commission describes the move as part of a systematic effort to break Palestinian geographic continuity, while Jamal Juma warns it will encircle western Ramallah and strain an already congested alternate road. Mayor Munif Treish argues the plan breaches Oslo-II agreements, as most of the road lies in Area B under joint control, and threatens land confiscations, checkpoints and demolition of homes. The proposal thus heightens tensions over settlement expansion and Palestinian mobility.

Why it matters

Reopening the road could sever Palestinian communities and accelerate settlement expansion, deepening the Israeli-Palestinian conflict.
