He recalled that, unlike many nations that backed a military regime next to Pakistan, India maintained strong ties with Moscow, shaping its foreign policy legacy. Jaishankar said India’s approach to the Russia-Ukraine conflict has evolved from calling for dialogue to offering a mediation framework that addresses grain and energy exports and the safety of Black Sea shipping.
Both Russian and Ukrainian officials have said India has presented proposals, and the minister stressed that this move reflects India’s desire for a bilateral resolution amid rising US-China rivalry. He also warned that the U.S. system of global underwriting is weakening, further altering the strategic landscape.
