Juanma Serrano linked to unverified mobile ID use in Spanish mail voting

Former Correos chief Juanma Serrano is under investigation for allowing a QR-less digital driving licence to be used for postal voting, while his wife Isaura Leal serves as a key PSOE deputy.

Juanma Serrano, a longtime confidant of Pedro Sánchez who became president of Correos in 2018, authorized the use of a QR-less digital driving licence as identification for postal voting after the Electoral Board’s June 2023 decision. This measure was applied during a record-high number of mail votes, raising concerns about voter verification. Investigators have linked Serrano to irregular hiring practices involving former Correos director Leire Díez, leading to his summons as a suspect in a corruption probe.

Over 9,000 WhatsApp messages and more than 1,400 Signal exchanges between Serrano and Díez have been cited as evidence. Meanwhile, his wife Isaura Leal, a PSOE deputy and former secretary general of the party, continues to hold influential roles, including a government commission on demographic challenges.
