New emergency ordinance defines vice-prime minister role and creates delegated ministries
The newly formed government issued an emergency ordinance outlining the duties of a vice-prime minister and establishing delegated ministerial posts for digitalisation, AI and pre-university education.
In its first meeting after taking office, the cabinet led by Luca Niculescu approved an emergency ordinance that formalises the position of a vice-prime minister, whose specific tasks will be assigned by the prime minister and who will oversee public institutions within the Government’s work apparatus. The decree also establishes a delegate minister for digitalisation and artificial intelligence under the Ministry of Economy, Digitalisation, Entrepreneurship and Tourism, supported by up to two state secretaries, and places the Authority for Digitalisation of Romania under this delegate’s coordination.
A similar delegate minister role for pre-university education is created within the Ministry of Education and Research, also with the possibility of two supporting state secretaries. Additionally, the ordinance revises the 2019 ordinance on the administrative code, detailing the structure and appointment procedures for the Government’s General Secretariat and related senior public officials.
Why it matters
The changes reshape Romania's executive structure and signal a focus on digital and education reforms.
