Police commissioners urge Prime Minister to rethink Humber devolution plan

Jonathan Evison, the Humberside Police and Crime Commissioner, and his deputy Leo Hammond wrote to Prime Minister Andy Burnham, claiming the Humber region’s devolution deal is stalling and could result in a split of police and fire services across two forces. They warned that such a split would weaken protection for vital ports, industrial sites and national infrastructure. Hull and East Yorkshire Mayor Luke Campbell, a Reform UK representative, rebuked the letter’s tone and timing, insisting the deal was agreed before his tenure and that his role is to make it work.

Campbell also demanded an apology for remarks he said disparaged the combined authority’s staff. The commissioners further criticized HEYCA’s failure to appoint a Deputy Mayor, its recruitment challenges and alleged salary overspend, urging a return to the drawing board on the devolution map. Regional officials, including Hull City Council leader Mike Ross, emphasized the importance of keeping one outlet boundaries while improving governance and delivery of services.
