Puigdemont Holds Swiss Negotiation Records to Leverage Future Talks with Sánchez
Carles Puigdemont has kept detailed minutes of 19 meetings with the PSOE in Switzerland, intending to use them as political leverage against Pedro Sánchez.
According to a source close to Carles Puigdemont, the Junts leadership preserved the official minutes of 19 negotiation sessions held in Switzerland with PSOE representatives, including Santos Cerdán and José Luis Rodríguez Zapatero. The meetings, facilitated by international mediator Francisco Galindo and the Centre Henri Dunant, covered proposals ranging from a new phase on Catalan self-determination to a singular financing scheme and partial amnesty.
While the parties once drafted identical statements in Spanish and Catalan, the promised reforms have not materialised in law. A planned “president-to-president” meeting in Brussels was cancelled after Pere Aragonès called early Catalan elections, and the Swiss minutes record that cancellation. After the alliance collapsed in October 2025, Puigdemont announced Junts would no longer support any Spanish government and vowed to keep the Swiss records as evidence of the PSOE’s unfulfilled commitments.
