Romanian naval waters hit by Russian drones, prompting NATO-linked security debate

Russian drones struck two commercial vessels inside Romania's territorial sea, leading the president to discuss a firm response with Bulgarian and NATO leaders.

Two commercial ships were hit by Russian drones while navigating within Romania's territorial sea, an event the government describes as an attack rather than an accident. President Nicușor Dan met with Bulgarian Prime Minister Rumen Radev and NATO Secretary-General Mark Rutte, signalling a coordinated response. Intelligence expert Sandu Valentin Mateiu stressed that the strikes violate international law and challenge Romania's sovereign rights and freedom of navigation.

He outlined the legal distinction between an attack on territory and an attack on the state, noting the need for evidence and a formal dossier. Bucharest is considering diplomatic protests, NATO Article 4 consultations, and the possible creation of a protected maritime corridor, while also acknowledging gaps in its naval defence capabilities.

Why it matters

The incident tests NATO's collective security commitments and Romania's ability to protect its maritime sovereignty.
