Finance Minister Nirmala Sitharaman called for a stronger collective Brics voice in the ongoing overhaul of international tax rules and announced two new working groups to deepen cooperation.
At a meeting of Brics tax heads in New Delhi, Finance Minister Nirmala Sitharaman stressed the need for the bloc to present a unified stance as international tax rules are being renegotiated, including under a proposed UN Framework Convention on International Tax Cooperation. She announced India’s proposal for two permanent working groups—one focusing on international taxation, transfer pricing, and related disputes, and another on revenue statistics tailored to Brics realities.
Revenue Secretary Arvind Shrivastava explained that the former will facilitate exchange on treaty interpretation, audits, and multilateral talks, while the latter will craft a framework for measuring tax-system performance. Sitharaman said these groups are designed to outlast India’s 2026 chairmanship, with China set to assume the role in 2027. The meeting also discussed institutionalising the Brics Young Tax Professionals Programme and expanding tools such as the Tax Collaboration Tool, Tax Knowledge Hub, and Cross-Learning Lab.
