Rahmon described the partnership as a key policy focus and called for legal and institutional measures to match the new level of cooperation.
Both leaders said the pact will expand joint work in rail infrastructure, critical minerals and digital technology. The accord was signed ahead of the inaugural South Korea-Central Asia Summit, which will also host the heads of Kazakhstan, Uzbekistan, Turkmenistan and Kyrgyzstan.
