Spanish builders warn government decrees will stall rental-home construction

The Asociación de Promotores y Constructores de España says recent government decrees are prompting developers to shift planned rental projects into sales, risking a slowdown in new rental housing.

Xavier Vilajoana, president of the Asociación de Promotores y Constructores de España, warned that developers are redirecting projects originally intended for the rental market toward outright sales because of recent government decrees. The APCE points to a drying up of investment in rental-focused assets, a trend already visible in Catalunya, and attributes it to a rapid succession of legislative measures that act as temporary fixes.

The association highlights that current land-law provisions, especially articles 55 and 57, compel promoters to reopen dossiers when mistakes are found, stalling construction. It argues that amending the land law would unlock many half-completed units. Vilajoana has called on both the private sector and public authorities to discuss solutions at the National Housing Congress scheduled for next week, expecting participation from over 400 industry leaders and public officials.
