Victims' Lawyers Urge ICC to Rule Former President Duterte Fit for Trial

Representatives of the drug-war victims filed a redacted "Observations" document with the International Criminal Court, urging judges to find former President Rodrigo Duterte fit for trial based on scientific conclusions that meet the court’s legal standards. The Common Legal Representative cited the Mahamat Said Abdel Kani case, stressing the accused’s ability to comprehend proceedings and work with counsel, while indicating openness to reasonable accommodations that would not prejudice others.

Earlier, ad interim Prosecutor Mame Mandiaye Niang submitted an observation after Duterte’s medical examination, arguing that a separate hearing on fitness was unnecessary. After the third status conference, Trial Chamber III unanimously kept Duterte detained, citing a risk of absconding or obstructing the investigation and potential witness interference. The victims’ counsel’s request intensifies pressure on the ICC to resolve Duterte’s fitness amid ongoing procedural debates.
