BIR testimony shows Vice President Sara Duterte earned salary from Davao City in 2023
During her impeachment trial, a BIR official confirmed that Vice President Sara Duterte received compensation from Davao City Hall in 2023, prompting questions about constitutional compliance.
In the Senate impeachment proceeding on October 8, the Bureau of Internal Revenue’s chief of staff, Anne Loraine Garcia-Marquez, told the court that Vice President Sara Duterte signed a BIR Form 2316 indicating she earned compensation from the Davao City government in 2023, while holding the nation’s second-highest office. The witness did not disclose the payment amount. Prosecutor Erwin Matib framed the finding as evidence of possible unconstitutional conduct, referencing Article VII, Section 6 and Section 13, which forbid the Vice President from receiving any other government salary or practicing another profession during the term.
Duterte’s brother, Sebastian Duterte, has been mayor of Davao City since 2022, and her husband, Manases "Mans" Carpio, reported a net after-tax income of P85.34 million for the years cited. The prosecution argues that the compensation, combined with the couple’s reported earnings, fails to explain the increase in her declared net worth, now listed at P98 million in her latest SALN. The testimony forms part of a larger investigation into the Vice President’s alleged unexplained wealth.
