Hong Kong to create AI commissioner role and explore deep-fake legislation
Chief Executive John Lee announced the establishment of a new Commissioner for AI and a review of laws targeting deep-fake scams in his Policy Address.
In his annual Policy Address, Chief Executive John Lee unveiled plans to appoint a high-level Commissioner for AI under the Digital Policy Office, tasked with assisting agencies in curbing AI-related crime. He noted that the Law Reform Commission is currently reviewing cyber-crime statutes and will consult the public on measures to combat deep-fake fraud, with potential new legislation under consideration. The move comes as the Office of the Privacy Commissioner for Personal Data has highlighted a surge in deep-fake scams worldwide, including in Hong Kong.
Lee also outlined efforts to promote AI across key sectors, such as the Hong Kong Tourism Board’s rollout of AI-driven travel recommendations and RTHK’s use of AI to improve production quality and reach. Through the "AI for All" programme, the government intends to host over 200 training events to encourage responsible AI adoption.
