Kyiv's bomb shelters face severe shortages and deteriorating conditions amid ongoing attacks

A recent Russian missile strike killed seven civilians in Kyiv, highlighting the city's inadequate and poorly maintained bomb shelter network.

A missile attack on August 1 in Kyiv's Darnytskyi district killed seven people, among them Olena Rozhniativska and her 18-year-old daughter Kateryna. Kyiv's civil-protection network lists 4,385 shelters, but nine out of ten are basic basements that provide only minimal protection, covering roughly 2.18 million residents—well below the city's estimated population of about 3.7 million. Investigations found that only 77 shelters meet higher safety criteria, enough for just over 54 000 people.

Residents report damp, poorly ventilated, and sometimes flooded shelters, with many lacking essential amenities such as lighting, water, or first-aid kits, and several are not wheelchair-accessible. A parliamentary member emphasized that responsibility for shelter funding and construction rests with the mayor, the city council, and district heads, while the mayor has not commented. The 2026 city budget allocates roughly Hr 2 billion for shelter construction, anti-radiation upgrades, and major repairs.
