Norway plans higher toll revenues and cuts extra subsidy for Ryfast project

Finance Minister Jens Stoltenberg will propose a 2027 budget that raises toll income and ends a special state grant for reduced Ryfast tolls.

During the presentation of the 2027 fiscal plan, Finance Minister Jens Stoltenberg will outline a rise in toll revenues from both national and county highways. The budget proposal includes withdrawing the special state subsidy that had previously reduced tolls on the Ryfast crossing in Rogaland, aligning its rates with the standard reduced level applied elsewhere. Nevertheless, the government will continue to support reduced tolls on roads outside city zones through an existing subsidy scheme.

By 15 July 2026, a total of 65 toll projects were either in service or formally approved across the country. The changes aim to adjust funding mechanisms while preserving lower tolls for non-urban routes.
