Russia escalates winter assault on Ukraine's power grid with drones and missiles

Russia has stepped up attacks on Ukraine's energy infrastructure this winter, deploying drones, missiles and new tactics that have caused extensive power outages in Kyiv and other cities.

Russia's latest campaign against Ukraine's energy system has intensified, with coordinated strikes on power plants, substations and gas infrastructure across the country. On October 14 alone, 26 facilities in Kyiv were hit, and a week earlier the Energy Ministry reported roughly 200 attacks on power sites and 17 on oil and gas assets. Moscow now employs jet-powered drones, AI-guided loitering munitions and ballistic missiles, striking both day and night and also targeting supporting infrastructure such as coal-rail lines and high-voltage pylons.

The on-ground impact includes widespread outages, water shortages and a temporary shutdown of Kyiv's metro. Ukraine's three nuclear plants, which supply about 60% of electricity, remain a critical fallback, but damage to substations could jeopardise their output. Steel shortages may hinder rapid repair of damaged pylons, while limited air-defence capacity hampers interception of the new drone threat. Officials expect the pressure to expand to other major cities as winter draws near.

Why it matters

The attacks threaten Ukraine's ability to provide heat and electricity this winter, affecting civilian safety and the country's overall resilience.
