Sánchez pushes decree amendment to expand migrant camps in Ceuta

The Spanish government announced a modification to a decree that would allow it to create additional temporary migrant camps in Ceuta.

Pedro Sánchez disclosed that the government will amend an existing decree to permit the creation of additional temporary migrant camps in Ceuta, as recorded in the official state bulletin. The amendment references earlier decrees that labeled the city a situation of national security interest and redirects funds originally assigned to address the crisis. It stresses the importance of locating reception spaces that meet minimum standards while minimizing impact on Ceuta residents.

The proposal includes the potential conversion of a parcel within the Ceuta Penitentiary, deemed suitably located. Under article 4.2.b) of the earlier decree, the president can modify the decree's material or geographic reach with a national security council report before the decree expires, requiring a new decree for any changes.

Why it matters

The decree change could reshape how Spain manages migrant arrivals in a strategically sensitive enclave.
