A group of Western security officials warned this month that Russia might attempt a retaliatory action against a European country for its assistance to Ukraine, which has been fighting a Russian invasion since February 2022. The Czech Security Information Service chief Michal Koudelka and Polish Prime Minister Donald Tusk both spoke of a possible hybrid attack on a Baltic state, a NATO and EU member. In May, Russia said it would bring a case against Latvia, Lithuania and Estonia to the International Court of Justice in The Hague, alleging breaches of rights for Russian-speaking minorities.
The three countries rejected the claim and accused Moscow of using the minority as a pretext for tension. Germany's National Security Council also noted that Russia continues hybrid operations, citing an August incident at Leipzig/Halle airport where a drone with explosives was found near an Antonov aircraft, an act Germany attributed to Moscow, which denied involvement.
