President Volodymyr Zelensky told reporters that Ukraine is confronting its worst budget situation since 2022, with roughly $27 billion of a $27 billion deficit earmarked for drones and missiles needed for the winter. He warned that failure to place orders in October and November would create serious challenges in January and February. The deficit also includes military salaries, and delays in parliamentary approval threaten a $29.5 billion tranche of international financing.
Zelensky said he has discussed the funding needs with the EU, the International Monetary Fund, businesses and financial groups, receiving a positive response. He stressed that partners understand the urgency of investing in Ukrainian-made drones and missiles. Prime Minister Serhii Koretskyi, Finance Minister Serhii Marchenko and Foreign Intelligence Chief Rustem Umerov are tasked with devising a financing mechanism, potentially using the Drone Deal framework.
